nothing to do with OS or hardware be all with what Netflix what to transmit to you based on the type of device you have.
android is assumed to be mobile so not enough network speed for HD.
Some android devices have a certificate that confirms their network hardware to be enough for HD... OHC and most other andriod mediaplayers don't have this...
But first you need to have the ISP bandwidth to begin with..

this isnt true... it is little bit more complicated...

HW must be cetified and with locked bootloader without possibility to root it and content is encrypted via some DRM until it arrive to TV

Netflix HD support must be negotiated between HW vendor (Openhour) and Netflix ... some devices are supported: Wetek and Nvidia Shield

Yes Netflix has 4K steamed services but you need at least 15mb/s for that according to adverts etc., therefore that should tell you a lot. What quality will 15mb/s 4K be? Bluray is 50mb/s so as 4K is roughly x4 the size and its being streamed at only 15mb/s you know that like a lot of scene releases the streamed source is poor quality. Another example would be BBC HD where its only 6mb/s but is only 1080i not 1080p.

OHC > HDMI > TV (Panasonic 42G20)
Downmix stereo using standard Kodi(MC) 15.2 no hware/acc OK
Downmix stereo 1.0.40/RK Kodi(RKlib) 15.2 infrequent audio gaps hware/acc OK

No DTS downmix available for inbuilt eMC player

Gecko> HDMI > TV (Panasonic 42G20)
Downmix stereo using Gecko Kodi 15.0 OK
Downmix using inbuilt MediaCentre OK
